Summary on the Conclusion of Bilateral Agreements by the Macao SAR

In accordance with the Basic Law of the Macao Special Administrative Region of the People's Republic of China, the Macao SAR may, on its own, negotiate and conclude agreements with the states and regions concerned in the appropriate fields, including the economic, trade, financial and monetary, shipping, communications, tourism, cultural, science and technology, and sports fields. Moreover, with the authorization of the Central People's Government, the Macao SAR may also on its own negotiate and conclude agreements in the fields of air services, reciprocal juridical assistance, encouragement and protection of investments, as well as visa abolition. Shortly after the resumption of exercise of sovereignty over Macao, the Central People's Government generally authorized the Macao SAR to negotiate agreements on visa abolition. As to the other three types of agreements, up to December 31st, 2007, the Commissioner's Office has completed procedures concerning authorizing the Macao SAR to negotiate the following agreements: on air service with 35 countries including Czech Republic, U.K., and so on, on reciprocal juridical assistance with Portugal, East Timor and Thailand, and on protection and encouragement of investments with Portugal and the Netherlands. According to the authorization by the Central People's Government (as well as by the Sino-Portuguese Joint Liaison Group in the transition period), the Macao SAR conducted negotiation with the countries concerned, and reached many agreements. Up to December 31st, 2007, the Commissioner's Office has completed procedures concerning authorizing the Macao SAR to conclude the following agreements: on air services with Pakistan and other 18 countries (including amendment of the existing agreements), on Juridical and Legal Assistance with Portugal, on protection and encouragement of investments with Portugal and the Netherlands, as well as on visa abolition with Poland and other 16 countries.
