Functions of Consular Affairs Department

This department is responsible for the consular affairs related to the Macao SAR. Its main functions include:

to coordinate the handling of matters concerning the establishment of consular or other official or semi-official offices of foreign countries in the Macao SAR, and the confirmation or change of the consular district and the status of consular offices,

to help complete the formalities concerning the confirmation of foreign consuls-general and honorary consuls designate to be accredited to the Macao SAR,

to assist the Macao SAR in obtaining the Central People's Government's authorization to negotiate and conclude agreements on mutual exemption of visa requirements with foreign countries,

to handle matters concerning the application to the Macao SAR of the consular treaties between China and foreign countries,

to deal with important consular issues affecting the state sovereignty, diplomatic relations and national security of China, and

to provide consular protection and service to Chinese nationals resident in Macao while overseas.


It also has the following responsibilities:

to issue passports (including diplomatic, service passports, passports for public affairs and ordinary passports), travel permits to mainland workers employed in Macao and Taiwan residents, and other travel documents,

to issue visas to foreigners for travel to the mainland or the Hong Kong SAR of China, and entry permits to Chinese nationals for travel to the Hong Kong SAR,

to authenticate documents,

to transmit judicial documents, and

to handle other consular matters.
