The department is responsible for protocol affairs of the Commissioner' Office, including foreign-related protocol liaison and relevant protocol arrangements.　It has the responsibility for processing requests for access of foreign state aircraft to the Macao SAR unpon instructions of  the Central People's Government.

It is also responsible for daily administrative arrangements, legislative support and service  of  the  Commissioner's Office.
