As provided by the Basic Law of the Macao Special Administrative Region  of the People's Republic of China, representatives of the Government of the Macao SAR may, as members of delegation of the Government of the People's Republic of China, or in such other capacity as may be permitted by the Central People's Government and the international organization or conference concerned, participate in international organizations and conferences in appropriate fields limited to states and affecting the SAR, and may express their views using the name "Macao, China". The Macao SAR may, using the name of "Macao, China", participate in international organizations and conferences not limited to states.

According to the Basic Law, the Commissioner's Office has provided guidance, support and facilitation for the Macao SAR's participation in and hosting of international conferences and activities, safeguarded its rights and interests in international organizations and been devoted to enhance the cooperation and exchange between the Macao SAR and international organizations.

The Commissioner's Office has rendered vigorous support in such matters as inscription of the Historic Center of Macao on UNESCO's World Heritage List, relocation of the Secretariat of UNESCAP/WMO Typhoon Committee in Macao, and so on. Besides, with the assistance of the Commissioner's Office, the Company of Telecommunication of Macao Limited (CTM) became a member of the Telecommunication Standardization Sector of the International Telecommunication Union (ITU) and the China Unicom (Macao) Company Limited obtained the International Signaling Point Codes. Moreover, the Commissioner's Office also assisted the Macao SAR Government in affairs like the use of frequency and change of National Numbering Plan in ITU and the distribution of terminal dues in the Universal Postal Union (UPU).

According to information obtained by the Commissioner's Office, by the end of June, 2007, the Macao SAR has attended 121 international inter-governmental conferences as member of the Chinese Delegation, sent its own delegations, in the name of "Macao, China", to 166 international conferences which were official in nature and hosted 9 large-scale international inter-governmental meetings.

Up to date, the Macao SAR Government has, under the instruction from the Central Government, published and implemented 56 resolutions of the United Nations Security Council.
